Star India officially launched Hotstar in February 2014 after fifteen months of development, coinciding with the upcoming Indian Premier League 2015 (for which Star had recently acquired broadcast rights). Star’s CEO, Sanjay Gupta, felt that “[there were] not many platforms available for Indian consumers that offered high-quality curated content, in addition, for example, YouTube,” and explained that the service would attract more prominently to growing demographic group of young adults; and “highly targeted” advertising feature. He estimated that by 2020, the service could represent almost a quarter of Star’s annual revenue.

In 2019 the service had more than 150 million active users per month. In March 2019, before the Indian Premier League 2019, Hotstar replaced its All Annual Sports plan with Hotstar VIP. Designed as an introduction option, it includes access to sports content (including the IPL, the 2019 Cricket World Cup and English Premier League football), early access to the series before its television broadcast, access to the content of the new banner of Hotstar Specials content, and can be paid with cash. The product manager, Varun Narang, described the offer as “a value proposition built with the Indian public at the center of it.” Existing All annual Sports subscribers were upgraded to VIP at no additional charge.
